Democratic Women’s Caucus Endorses Secretary Noem Impeachment Articles; Demands Accountability For ICE’s Failures

WASHINGTON, D.C. — Today, Wednesday, January 28, the Democratic Women’s Caucus (DWC) endorsed DWC member Robin Kelly (IL-02)’s articles of impeachment against Department of Homeland Security (DHS) Secretary Kristi Noem. 

DWC Chair Teresa Leger Fernández (NM-03) issued the following statement:

“The Democratic Women’s Caucus is devastated and outraged by the killings of Renee Good, a loving mother of three, and Alex Pretti, an ICU nurse who died protecting a woman who CBP had thrown to the ground. Their tragic deaths add to the mounting harm ICE and Department of Homeland Security Secretary Kristi Noem have inflicted on women and families nationwide. DWC has repeatedly sounded the alarm about how ICE’s use of masks and unarmed vehicles and mistreatment of girls and women are a grave threat to women’s safety. We have demanded ICE confront the agency’s mistreatment of pregnant women and condemned CBP’s failure to care for women and children in its custody

Our members have led the charge to hold DHS accountable, spearheading oversight hearings, leading community rallies, and visiting ICE detention facilities to make unmistakably clear to the administration that enough is enough. That’s why today, the Democratic Women’s Caucus is proudly endorsing DWC member Robin Kelly’s impeachment articles against Secretary Noem. We must end Secretary Noem’s pattern of constitutional violations, malpractice, and heartless attacks on women and families. Among countless failures, her refusal to allow a fair and transparent investigation into the killing of Renee Good or Alex Pretti, her deliberate lies, and her continued failure to keep women and families safe is unacceptable. Every woman and family across this country deserve justice, safety, and accountability. They deserve far better leadership than Secretary Noem.”

BACKGROUND:

On Impeachment Articles:

Rep. Robin Kelly (IL-02) introduced her articles of impeachment against Kristi Noem on January 14. The articles of impeachment outline Secretary Noem’s constitutional violations, including obstruction of congressional oversight, abuse of authority, violations of civil rights, unlawful withholding of congressionally appropriated funds, and self-dealing. As of January 27, Rep. Kelly’s articles had 162 co-sponsors.

On ICE’s failure under Secretary Noem:

On January 7, an ICE agent in Minneapolis, Minnesota, shot and killed Renee Good, a loving partner, mother of three, and community member. On January 24, a CBP agent in Minneapolis, Minnesota, shot and killed Alex Pretti, an ICU nurse at a Veterans’ hospital, who died protecting a woman. In total, 32 people died in ICE custody in 2025—the most since 2004 and 12 people have been shot during encounters with DHS federal agents since September 2025. 

The Department of Homeland Security has refused to take any accountability for any of the agency’s actions against women or families, including the killing of Renee Good or Alex Pretti. Instead, DHS is spreading misinformation and cutting local officials out of the investigation. In particular, the Department of Justice and FBI are failing to cooperate with state and local law enforcement to conduct coordinated investigations.
